fishing C.A.P.S rivers?

Do you have to be a member to fish the river chelmer or can you just fish and pay the bayliff that comes around coz thats how it was when i pike fished it a few years back but am not sure whats what??????

Paul, you can :-
1 ) Fish it on your current CAPS membership.
2 ) Buy a season ticket for the Chelmer, Can and Wid for £10
3 ) buy a day ticket from the baliff on the day for £3.
At least I think the pricings are correct
