What you will need is a river licence, this will cover you for use on inland waterways, you do not as far as I am aware need a licence to use a boat at sea, unless you are a commercial opperation.
This tax / licence is issued by the authority whos waters you will be sailing on, ie The Broads Authority. When I last had a boat on the Broads the tax was circa £60, that was about 8 years ago, so it most probably about £100 now.
The only licence you to fish from a boat is your rod licence, unless you are fishing specific club controlled waters under day ticket rights.
If you are hiring a boat then this tax has already been paid for by the boat yard owners.
